If your vocal chords are removed, can you still whisper?

I'm just curious, not planning or foreseeing this happening to me. But if your vocal chords totally die, or are removed, is it still possible to whisper? My wife believes that even whispers use Vocal Chord vibrations to an extant, but I think you can still produce discernible sound with only lip and tongue movement, and air. Both sound like reasonable answers, but which is true?

It varies from patient to patient and depends on how radical the Laryngectomy is.
